Having many districts not working well

Editor--The recent revelation by Ugandan Road Fund that districts had failed to use $20 million  of the road maintenance budget for the last quarter of 2010, is rather comical and painful at the sametime.
Government, in a bid to improve service delivery and effeciency, created more districts. Question is: Is the trick working? Many roads in the nation are characterised by poor drainage and  potholes. The problem is that more often than not, mother districts are reluctant to share equipment and manpower with their offspring in the time lag it takes a newly created district to establish critical administrative structures.
There is also the grey area of who should pay for these works since the budget in question was originally for a single district. At the end of the day, government needs new ideas.
